Nick Timothy MP's Survey: Planned changes to special educational needs and disabilities provision

Learning provision and support for young people with special educational needs and disabilities (SEND) is one of the most frequent issues raised with me by constituents. Demand is skyrocketing and the system is buckling, with huge knock-on effects for children, parents, grandparents and other carers. The number of young people in England with Education, Health and Care Plans (EHCPs) has more than doubled in a decade, with autism diagnoses behind a third of all plans. As revealed in its new White Paper, the Government plans to restrict EHCPs to only the most complex cases. I want to hear your views about Labour’s new plan.

1.The Government plans to restrict Education, Health and Care Plans (EHCPs) – the legal documents that set out the support to which children with SEND are entitled – to only the most complex cases by 2035. Children with lower-level needs would instead receive support through school-led Individual Support Plans. Do you agree with this proposal?

3.The Children’s Commissioner for England Rachel de Souza has said that ‘no child should lose their plan’. But ministers have refused to say if the planned changes would lead to children losing their EHCP. Do you agree with the Children’s Commissioner?
4.Under the new system, children will face reassessment at each educational transition – primary to secondary and potentially secondary to college – with a smaller proportion expected to keep their plans. Do you agree with this proposal?
5.Children who lose their EHCP will move to a school-led Individual Support Plan (ISP) – but unlike EHCPs, these carry no statutory legal entitlements. Do you agree with this proposal?
