This survey supports the co‑development of a new industrialised construction assurance scheme. The scheme is intended to be developed as an open‑source framework, enabling competent and accredited organisations to adopt and apply it within their own assurance and certification processes.
A steering group has been established to support the development of the scheme, convened by LRQA (administration company and co‑founders of BOPAS). Subject to industry support and implementation decisions, the steering group will help guide the early development and piloting of the framework.
The purpose of the scheme is to provide clear, consistent confidence that design, manufacture, installation, and system integration are being managed competently and in line with regulatory and assurance expectations. It aims to reduce duplication, improve clarity, and support market confidence in more efficient manufactured delivery. The scheme is also intended to build trust across the supply chain, enable earlier engagement with manufacturers, and support a more reliable project pipeline.
The scheme is expected to apply to common construction products and systems, whether currently described as MMC or not, and will rely on a collaborative, manufacturer‑engaged approach to integrated project delivery.
“Industrialised Construction refers to the application of standard, repeatable manufacturing and assembly processes to the delivery of building and infrastructure projects. This approach aims to improve productivity, predictability and quality by minimising the proportion of construction projects delivered through variable craft‑based activities and manual labour.” — Construction Leadership Council, April 2025.
This survey has been established to understand industry appetite, priorities, and concerns relating to a more engaged assurance and certification process that supports industrialised construction across all project delivery partners. Your experience and insight will help inform the most effective and proportionate approach, taking account of industry needs and recognised best practice.
