Background

The United States Marshals Service (USMS) has a responsibility to provide support services for all aspects of asset management and for all asset types that may fall under United States Marshals Service, Asset Forfeiture Division responsibility.  Assets under consideration may be CONUS or OCONUS.  Asset types may include, but are not limited to, watercraft, vehicles, aircraft, artwork, jewelry, precious metals or gems, mineral rights, racehorses or other livestock that may require veterinary care/feeding, intangible property or negotiable rights, and any other potentially valuable property.  Any asset type may have additional, specialized requirements stemming from individual circumstances such as particularly high-value or being involved in a high-profile legal proceeding. The performance area shall cover all of the United States, its territories and international locations as necessary.  
  
REQUEST FOR INFORMATION (RFI) 
  
The USMS is posting this announcement as an RFI only, for the upcoming solicitation that will be posted on the SAM.gov website at https://sam.gov. This RFI is issued for the purpose of identifying the availability of potential qualified sources that will be able to meet the requirement.  The solicitation will be posted as AFD: Asset Management Services to the General Public as a customary business practice in the CONUS and OCONUS locations.  The AFD: Asset Management Services contract will be for a base year and four (4) one-year options. In addition, FAR 52.217-8 “Option to Extend Services” will be included to the solicitation/contract. 
  
Facility Performance: 
  
The Contractor shall perform tasks and provide the services requested either CONUS or OCONUS, as detailed in individual Sub-Task Orders. Recruitment and training shall be performed in Contractor provided facilities. The Contractor shall provide its own facilities for program management, asset storage, and any other operations as needed.  All facilities may be either owned, leased, or sub-contracted by the contractor.  Contractor shall be solely responsible for the maintenance, necessary permits, or other concerns related to the operation of all facilities.
