Dear Sir/Madam:

As the Gainesville District Supervisor on the Prince William Board of County Supervisors, and with each of the undersigned citizens, express our strong support for the Staff Report issued on June 2, 2016 by the State Corporation Commission Hearing Examiner on the proposed Haymarket 230 kV Double Circuit Transmission Line (PUE-2015-00107).  That report affirms the overwhelming testimony provided in the three Public Hearings, and accurately concludes:
  1. The I-66 Hybrid (partial under-grounding) of the proposed power lines should be accepted to "protect residents and the environment."
  2. The power line extension should properly be viewed as an "extension of electrical service to a new customer" and therefore should be subject to cost allocations where Amazon would have to pay for the under-grounding of the power lines.
We believe the conclusion of the Hearing Examiner should be adopted by the Commission:

“If Amazon wants to build a data center six miles from an industrial zoned area, Amazon’s stockholders should pay, not Dominion Power’s customers. Residents should not have their quality of life and investments in their homes taken from them by Amazon’s decision to build a data center far from an industrial area.”

Respectfully submitted,

Pete Candland
