About the Program & Selection Criteria

The Strategic Growth Council (SGC) is pleased to announce the launch of this year’s Affordable Housing and Sustainable Communities (ASHC) Technical Assistance (TA) Program, providing direct application assistance and capacity building services for potential applicants to the FY 2016-2017 AHSC Program. These services are offered at no cost to the TA recipient.

The goal of AHSC TA Program is to ensure disadvantaged and low-income communities have access to the resources and tools to successfully compete in the AHSC program. The SGC will be responsible for allocating TA resources and services.

If you are interested in receiving TA for a potential AHSC application, please complete the informational form below by Monday August 28th. The information collected will help determine overall TA need. SGC Staff will assess the collected information and allocate TA resources according to the following criteria:

Project Viability & AHSC Threshold Criteria: Likelihood that the proposed project will meet the AHSC Guidelines’ threshold criteria by the time of submission.

TA Needs: Estimated level of assistance and specific services necessary to help the TA recipient submit a competitive application.

Geographic Diversity: Consider the geographic diversity of interested TA recipients, being cognizant of the distribution between urban, suburban, and rural projects.

Value Add: Consider whether the potential applicant is accessing other TA or consultant-based resources and the unique value add that SGC’s TA resources can bring.

Disadvantaged, Low-Income, and/or Tribal Community: These will be defined by projects located in census tracts scoring in the top 25% of CalEnviroScreen 3.0, and AB 1550 legislation defining low-income communities. Please visit this site for an interactive map. For tribal communities, tribes must be federally recognized. 

Capacity Needs: Both assessing whether the applicant has capacity (staff/time) to take advantage of technical assistance for this round, and, as resources permit, extending assistance to communities with more limited capacity in longer-term fashion for future AHSC rounds.

Based on the above criteria, the SGC will determine if the potential AHSC applicant will receive services in preparation for the upcoming funding round (October 2017) or, as resources allow, longer-term capacity-building services to prepare for a future AHSC funding round.

Special Opportunity for Local Jurisdictions  - California Climate Investments “Deep Dive” TA
SGC has a small allocation of funds for “Deep Dive” Technical Assistance available as a part of the overall AHSC TA Program. These resources will assist 3-4 local jurisdictions with Project Management of an AHSC project/s, as well as an evaluation of opportunities to pursue funding from other California Climate Investments programs.  Information collected in this informational process will inform the selection of those jurisdictions.
