Citizen engagement initiatives: practices for purposeful design

Welcome to our expert survey on citizen engagement initiatives (CEIs)

We are delighted to invite you to take our expert survey on engagement practices for Citizen Engagement Initiatives (CEIs). This is part of a European Commission-funded research project called AGORA that seeks to actively involve communities and regions in climate actions providing a comprehensive package of digital tools and co-developed frameworks (https://agoracommunity.org/).

Within the project, our research aims to draw together the best practices from experiences with CEIs in Europe that relate to climate change adaptation. Reflecting our work as part of the Knowledge Integration Team at the Barcelona Supercomputing Center (BSC), our approach is interdisciplinary and we value practitioner knowledge alongside academic research. We have contacted you directly because we identified you as having been involved in a related CEI and we think our research would strongly benefit if we can include your experiences.
We therefore ask you if you can share your knowledge with us by answering the following survey. The survey itself consists of 27 main questions across five sections. We have piloted the survey and estimate it will take around 30 - 40 minutes to complete.

Support of experts such as yourself is critical to our research and to advancing the knowledge around what works well in different situations. A key part of this research and the AGORA project overall is that we communicate our results back to the community. Further details on how we plan to do this are provided at the end of the survey.

Important Information
There is a very wide range of interpretations of Citizen Engagement Initiatives (CEIs), which are also sometimes known as Public Participation activities. In this broad universe of possibilities, we focus specifically on those participatory processes with citizens that are linked to matters of public concern on climate change adaptation and include any form of discursive interaction, such as talking, discussing, debating and deliberating. We are particularly interested in initiatives carried out from 2018 onwards.

We also recognise that even the same type of CEI in theory is different in practice - both because of the context in which it occurs and in the way it is carried out. We are trying to unpick what works well (and what doesn’t) to achieve different goals in different situations. So, rather than asking you about your general experience with CEIs, we kindly ask you to focus on specific experiences of a single CEI you have been part of.
