Notice is hereby given of a public hearing on proposed amendments to the FY 2012-2015 Transportation Improvement Program (TIP), and the quarterly meeting of the Columbia Area Transportation Study Organization (CATSO)Coordinating Committee, to be held in the City Council Chambers of the Daniel Boone Building, 701 East Broadway, Columbia, Missouri, on May 24, 2012, at 2:30 p.m.
The public is encouraged to comment upon the following amendment to the Columbia Area Transportation Study Organization (CATSO) approved fiscal year 2012-2015 Transportation Improvement Program (TIP). The TIP is a listing of transportation improvement projects for the Columbia, MO, metropolitan planning area.
The proposed amendment is as follows: Columbia Transit has requested that the FY 2012-2015 TIP be amended to reflect needed changes in the budgets for seven of the existing projects. Revisions are made to the following projects as part of this amendment: *2009-62 (paratransit vehicle replacements) *2009-67 (purchase of solar lighting systems for bus shelters) *2009-72 (purchase of AVL systems) *2009-73 (bus replacements) *2009-74 (bus replacements) *2010-15 (bus replacements) *2009-98 (purchase of farebox motherboards/system upgrades) *Total additional funds added to the Transit section as a result of the amendment is $1,299,046, with $1,086,408 in federal funds and $212,638 in local funds.
Vehicles: *Projects 2009-62, 2009-73, 2009-74, and 2010-15 involve the acquisition of replacement vehicles. The City will be making the transition to compressed natural gas (CNG) for fuel for all future transit vehicles. While there is considerable savings in fuel cost over the life of the vehicle, the initial capital costs are higher for CNG burning engines, thus the need for additional funds for purchase.
AVL: *Project 2009-72 is for the acquisition of the Automatic Vehicle Locators (AVL). The (AVL) project has broadened in scope (current TIP shows purchase of 36 systems) to include new software applications and hardware that will provide exceptional customer information and robust data gathering. The result will be improved customer service and more efficient route management.
Solar Lighting Project: *2009-67 is for the purchase of solar lighting systems for bus shelters. The current TIP shows the purchase of 18 systems. Pricing for these units has increased since the initial project was created. In addition, all bus shelters are now scheduled for this improvement.
CATSO staff and the CATSO Technical Committee have recommended approval of the proposed amendments.
