Introduction

Scius and The Delphi Group have been retained by the Province of BC to develop a broad understanding of the current ‘state of readiness' of key construction professions and trades to implement (i.e., design, build to, enforce, as applicable) all updates of the BC Building Code until 2032, as well as the voluntary BC Energy Step Code Steps, in all parts of British Columbia.

The BC Building Code sets a roadmap towards all new buildings being Net Zero Energy ready by 2032, with regular performance improvements anticipated in forthcoming updates of BC Building Codes in 2022, 2027 and 2032.

The objective of this survey is to gather insights on the state of readiness of key professions, availability and applicability of training programs, any regionally-specific issues, and any further thoughts about future code updates moving towards Net Zero Energy ready by 2032. Note that the focus of this study is on mid-career skills enhancement and not on apprenticeship training.

The key professions of interest to this study are designers, consultants, energy modellers and advisors, builders and trades, developers, and building officials, who work on new Part 3 (large multi-family and commercial) and Part 9 (houses and small buildings) construction projects across the province.

This survey is meant for organizations delivering and facilitating training. This includes education providers, industry associations, utilities, and NGOs. We appreciate you taking the time to complete this short survey (15 questions).

The information we are gathering is solely for research purposes and will be gathered in confidence. Responses will be aggregated in any public materials developed from this study.
