Full implementation of HIPs

1. EPC roll out

The objective of this petition is to exert pressure on politicians to extend HIPs to all properties by the end of November. It has been started by National Energy Services which runs the NHER and SAVA schemes, but it is intended to be an industry wide initiative.

“We the undersigned, call on the Housing Minister, to recognise the financial and emotional harm to Home Inspectors and Domestic Energy Assessors and their families, as well as the lack of progress in tackling a key source of Greenhouse Gas emissions, as a result of the continued delay in implementing the requirement for Energy Performance Certificates on the sale and rental of dwellings in accordance with the Government’s legal obligations under the Energy Performance in Buildings Directive.

We call on the Minister to acknowledge that the existing number of registered Home Inspectors and Domestic Energy Assessors exceeds the threshold specified by the Government as required to support the final phase of the roll-out of Home Information Packs and to immediately lay the required commencement order with an implementation date by the end of November 2007.

We call on the Minister to acknowledge that the forecast number of registered Home Inspectors and Domestic Energy Assessors is sufficient to support the introduction of Energy Performance Certificates for rental dwellings and to immediately make the necessary order to bring forward the implementation of this requirement to 1st January 2008.”
