A CEDS is a strategy-driven plan for regional economic development collaboration. Through research and public and private sector engagement, the Five County Northwest Ohio Collaborative has drafted this CEDS to guide community and economic development opportunities and support economic diversification and enhanced quality of life across Allen - Hancock - Hardin - Putnam - Van Wert Counties.
