Key changes include:
  • National standards to reduce the postcode lottery
  • Streamlined digital EHCPs
  • Stronger local inclusion plans
  • Better accountability through inspections
Investment will expand specialist school places and alternative provision, while new training for staff (like SENCOs and educational psychologists) will improve workforce capacity.
The reforms also focus on early support in mainstream settings, clearer funding arrangements, and smoother transitions into adulthood.

However, there is debate over whether the legal right to an EHCP could be restricted as part of making the system financially sustainable.
