The Federal Highway Administration and some state DOTs have been exploring the concept of performance-based prequalification for contractors. Under such a system, a DOT utilizes a given set of factors to evaluate a contractor’s ability to complete a specific project, beyond just a contractor’s financial capacity to do so.

While contractors have been subject to a myriad of rating systems for various purposes, performance-based prequalification is distinctive in that it can be designed to affect the outcome of the procurement process itself.

This concept will be discussed at the AASHTO-AGC-ARTBA Joint Committee meetings this summer. You can read ARTBA's one-page discussion paper here.
