The Federal Highway Administration and some state DOTs have been exploring the concept of performance-based prequalification for contractors. Under such a system, a DOT utilizes a given set of factors to evaluate a contractor’s ability to complete a specific project, beyond just a contractor’s financial capacity to do so.

While contractors have been subject to a myriad of rating systems for various purposes, performance-based prequalification is distinctive in that it can be designed to affect the outcome of the procurement process itself.

This concept will be discussed at the AASHTO-AGC-ARTBA Joint Committee meetings this summer. You can read ARTBA's one-page discussion paper here.

In preparation, we are interested in hearing your views on this emerging issue. We would deeply appreciate your participation in the following short survey of ARTBA contractor members.

All responses will be kept confidential

Please also take a few minutes after you complete this survey to tell us about the market conditions you are facing - follow the link to the ARTBA Quarterly Contractor Market Conditions Survey.
