NPS Redistricting: Year 1 Community Feedback Survey

Welcome to the Norfolk Public Schools (NPS) Year 2 Redistricting Plan Survey!

The enrollment of NPS has declined annually since the year 2000, leading to over a 30 percent enrollment decline during that time frame. This decline necessitated NPS to examine its school facilities and develop a comprehensive facilities plan to consolidate its elementary school facilities. In September 2025 the NPS School Board approved its plan to consolidate nine (9) elementary schools over the next three school years. Based on the NPS School Board's decision the following schools have been approved to close:

2026-2027 - Year 1 - Norview ES, Oceanair ES, Willoughby EEC
2027-2028 - Year 2 - Ghent K-8, Granby ES, Lindenwood ES, P.B. Young ES, Tarrallton ES
2028-2029 - Year 3 - Chesterfield Academy

To facilitate this redistricting plan, NPS has partnered with Woolpert. Woolpert is a consulting firm specializing in architecture, engineering, and geospatial services known for its work with school districts nationwide on demographic and boundary projects.

NPS administration and Woolpert have worked together to develop the Year 2 Redistricting Plan. The Year 2 Redistricting Plan focuses on the closures of Granby, Lindenwood, P.B. Young, Sr., and Tarrallton Elementary Schools. This survey will gather feedback regarding the community’s reception of the Year 2 plan. Respondents are asked to provide general feedback during the survey.
