Welcome to the PACT Application!
The Providing Affordable Construction and Transformation (PACT) program offers financial incentives to encourage the development of affordable single-family homes in Columbus, Indiana. This program supports builders in constructing homes that meet local demand while ensuring affordability for low- to moderate-income households. The parameters of this program were designed around recommendations and findings from the 2024 City of Columbus Housing Study. If you intend to participate in this program you must submit a Letter of Intent to the City of Columbus Community Development staff (Paul Smith) at psmith@columbus.in.gov by December 31, 2025 5:00 pm EST expressing your interest to apply to the program. The letter should include the lot location and type of incentive will be seeking.
Incentive Details:
The incentive payment will be a reimbursement payment and varies based on the type of build and final selling price. Payments will be made once the home is sold to an eligible individual buyer (no corporate or LLC buyers). The incentive structure is as follows.
