Introduction + Background

The RM of Whiska Creek No. 106 and Village of Vanguard are both working with the consulting firm Scatliff + Miller + Murray to prepare a new Official Community Plan (OCP) and Zoning Bylaw for each municipality. The RM has never had an OCP, but does have an old Zoning Bylaw, which was adopted in 1982. Meanwhile, the Village has never adopted planning bylaws. As part of this process, we are asking community members to fill out this brief survey, which should take approximately 10 minutes to complete. Your participation in this important project is much appreciated.

What is an Official Community Plan (OCP)?

  • Comprehensive policy document to guide land use and economic, social, and cultural development while also protecting the natural environment.
  • Establishes a vision and goals that represent community values and aspirations.
  • Sets policies and objectives to achieve the vision and high level goals.
  • Becomes an important tool for future decision making.
  • Creates certainty and builds capacity for the future.

What is a Zoning Bylaw?

  • Primary implementation tool for the OCP.
  • Establishes different zoning districts, each with allowable and prohibited land uses, and prescribed development standards.
  • Protects against land use conflicts while encouraging positive development outcomes.
  • Contains procedures for development permit applications.
