Require regular data collection and reporting about all police encounters

Create a Community Review Board for police oversight

Participate in a national database on police removed for abusive practices

Place explicit limits on the use of lethal force, including bans on chokeholds and other tactics that restrict oxygen or blood flow to the head or neck

Establish protocols for the very few occasions when force may be deployed

Strengthen the oversight capabilities of the Alexandria Human Rights Commission to include, at a minimum, review and approval of the police department's budget, oversight over use of force policies and training, and investigation capabilities in use of force cases

Require the City to conduct an equity review of City policies

Require all City strategic and master plans to address racial equity and where appropriate recognize the trauma experienced by residents and include positive supports that young people need to succeed
