To remove the wall and increase the size of the park by 10% with a strip of land between the park and 41 Wabash (by way of Parkland Dedication from the Developer)?

To keep the wall and accept cash-in-lieu for the value of that 10% of the lot size, which could be used towards revitalizing the Park in areas the City does not have the budget to cover (i.e. equipment, surfacing, additional shade)
