Big & Bold Strategy 1: Allow small home businesses by right and expand eligible home business permits to allow larger home businesses.
The process to start and operate a home business in Sacramento can be difficult. The City could allow smaller home businesses to exist by right with some employees, and perform a wider variety of work. Additionally, the City could allow small signage. This strategy reduces barriers to entrepreneurship, supports workforce participation, eliminates commutes for more workers, and allows residents to provide services locally.

Big & Bold Strategy 2: Increase access to job centers throughout the city by improving reliability of and access to high-frequency transit networks.
The City could work with Sacramento Regional Transit to improve access to Sacramento's transit system in a number of ways: (1) Creating special lanes that prioritize public buses to ensure faster transit speeds, (2) Encouraging new development around light rail stations and bus stops to support more frequent service, and (3) Providing free or discounted transit passes for low-income residents, youth, and seniors. Big & Bold Strategy 3: Facilitate food vendor and truck businesses by providing assistance and guidance through permit processes and legal requirements necessary for food businesses.
The City could reduce barriers to opening a food business by providing technical assistance, helping to navigate permitting and fee processes. The City could also provide guidance and space for food truck parking, and work to expand access to commercial kitchens. Additionally, this strategy could establish a pilot program to allows individuals to operate small restaurants or catering services out of their own home (microenterprise home kitchen operations). This strategy would help reduce the burden on small food businesses and increase economic opportunities.
