1. Introduction

A discussion paper, titled Plan Melbourne Refresh was released by the State Government in October 2015. It requests feedback on growth challenges, fundamental principles and key concepts to inform the development of the renewed Strategy in 2016.

The purpose of this survey is to understand the level of support for each of the key concepts and how they can be delivered and implemented through Plan Melbourne 2016. The feedback will be used to inform a sector position on the discussion paper.

We are also particularly keen to assist government in formulating its workplan and priorities and properly establishing the MPA sub-regional groupings to drive the implementation of Plan Melbourne. We would like to seek your feedback on how the subregional groupings could be improved and get your thoughts on the future role of Infrastructure Victoria.

It is anticipated the survey will take between ten minutes to complete. Responses will be kept confidential. We anticipate that our submission will be circulated to councils in late November.

Plan Melbourne 2014 established the Metropolitan Planning Authority and created five new metropolitan subregions to drive subregional planning and provide a practical basis for collaboration between all levels of government. 

Infrastructure Victoria has been established to guide investment in the state’s public infrastructure and is designed to develop a robust process to deliver independent and expert advice on Victoria's infrastructure needs and priorities.
