Reviewing Off-Road Vehicle Use on Township Roads

The Township of Springwater is currently reviewing the statutory framework for off-road vehicle (ORV) use on our municipal highways. This review seeks to examine and gather input on the potential of extending on-road access for ORVs in the Township of Springwater.

This survey is an extension of public information sessions to be held Wednesday March 27, 2019 and Thursday March 28, 2019. Residents unable to attend the sessions are encouraged to respond to questions in this survey. We ask that you please provide as much detail and evidence as possible when responding to the questions below.

Before answering the questions below, please review the provided background ORV safety information. This helps to ensure that all respondents are providing responses based on a similar understanding of the statutory framework under which ORVs currently operate under in Ontario.

1.     Driving an ATV

2.    Frequently Asked Questions

3.    Regulation 316/03

4.    Smart Ride Safe Ride Handbook

Question Title

* 3. What highway selection criteria should the Township use to determine what roads an ORV can travel along the shoulder of (or the travelled portion where the shoulder is obstructed or unavailable)?

Question Title

* 4. Should existing on-road access, which is limited to operate along the shoulder of a highway, be maintained? Or should it be expanded to include other permitted areas that may better accommodate larger ORV types (e.g. off roadway but within the right-of-way similar to snowmobiles)?

Question Title

* 5. Should the Township specify that travelling on-road is meant only for recreational purposes (e.g. travel between one trail head to the next within a reasonable distance to access amenities such as food and gas)?

Question Title

* 6. If yes, what is a reasonable distance for off-road vehicles to be on-road (e.g. 1 kilometre in order to connect between one trail head to the next)? Are there other criteria, aside from measured distance, that could be used to determine what a reasonable allowance is? Please explain.

Question Title

* 7. How can reasonable distance be easily and consistently communicated across the Township (e.g. standard signage to navigate riders to connections between one trail head to the next)?

Question Title

* 8. Should there be any roads within Springwater where ORVs should not be permitted? Please explain.

Question Title

* 9. If the Township were to extend on-road access to ORVs, should there be time and seasonal restrictions (e.g. no ORV operation permitted between 11:00 p.m. to 7:00 a.m., or operation of an ORV on Township roads is permitted from April 15 to November 15)?

Question Title

* 10. If the Township were to extend on-road access to ORVs, should a permit system be implemented for the right to operate an ORV on Township’s road (e.g. COATV permit)?

Question Title

* 11. Do you have any additional comments that you would like to be considered as part of this review process?
