UEL Governance Survey

The University Endowment Lands (UEL) currently has no elected head. The UEL is also not part of Vancouver. The manager is the administrative head and the “mayor” of the UEL is technically the Minister who happens to be in charge at any given time. The situation can be characterized as an acute case of taxation without representation. This survey will be regarding the governance of UEL.

* 2. Moving forward there are a number of governance structures that could be used to govern the UEL. Assuming that UEL taxes would not increase, and community service levels would not decrease which governance structure would you prefer?

Status Quo - no change

Amalgamate the UEL with the City of Vancouver, so that it is a neighbourhood like Dunbar, Kerrisdale or Kitsilano. UEL residents would vote in the Vancouver City elections and be represented by the Mayor and Council Members.

Create the UEL as an autonomous municipality as part of Metro Vancouver like Bowen Island did in 1999 (Bowen Island’s status is just like any other cities such as Richmond and Surrey). Bowen Island has an elected Mayor and six elected Councillors. It has approximately the same population as the UEL.
