About the Project
The Holroyd Company currently operates a gravel mine at 828 Old Pacific Highway Southeast, Olympia, WA, 98512. The 157-acre project site is in the uplands next to the Nisqually River Valley in unincorporated Thurston County. The company has mined sand and gravel at the mine since 1928 and is proposing to excavate those resources to a greater depth than permitted under the current State Department of Natural Resources (DNR) Reclamation Permit. When mining is complete, the site will be reclaimed and restored into a 73.9-acre lake surrounded by native plants and a walking path, subject to a future DNR permit.

You have the opportunity to comment both on the Draft Environmental Impact Statement (EIS) and the Special Use Permit (SUP) application during the comment period from March 23 through May 11, 2026.

This survey requires that you submit separate comments for the EIS and SUP should you choose to comment on both. All documents are available for review on the project webpage or at select locations.

For comments on the Draft EIS: Comments will be most effective when they are focused on the environmental impacts of the proposal as analyzed in the environmental documents. Only factual and specific comments that address the accuracy, adequacy, or completeness of the environmental review will be considered. General statements, opinions, or comments unrelated to environmental concerns may not be addressed in the final EIS.

For comments on the SUP: Comments will be most effective when they are focused the project's compliance with Thurston County Zoning Code (Title 20) and the Nisqually Subarea Plan. General statements, opinions, or comments unrelated to the Special Use Permit approval criteria or Zoning Code standards may not be addressed in the final EIS.
