Big & Bold Strategy 1: Facilitate compact mixed-use development in key commercial corridors to create vibrant walkable and transit-supportive neighborhoods.
Freeport Boulevard, Northgate Boulevard, Broadway, Franklin Boulevard, Truxel Road, Del Paso Boulevard, Stockton Boulevard, Folsom Boulevard, and Florin Road could be prioritized for denser new development, including housing, jobs, and shops, within walking distance of light rail stations and quality bus routes.

Clustering homes and businesses around high-frequency transit could reduce car trips and land needed for parking, and would provide the transit ridership necessary to support more reliable and more frequent service. By increasing density near jobs and services, this strategy could also help reduce greenhouse gas emissions.

Big & Bold Strategy 2: Expand the City’s Sphere of Influence to include the Natomas Joint Vision Area.
The City's existing General Plan called for permanently preserving habitat lands, open space and agricultural areas in the Natomas Joint Vision Area, which is to the north of the City in Sacramento County.

Developers have submitted applications to the County, with plans for development of nearly 8,000 acres of land in the Natomas Joint Vision Area, which are not currently within the City’s Sphere of Influence. Those areas will likely need City services someday, including police, fire, water, and wastewater service. Expanding Sacramento's Sphere of Influence would give the City more control over how and when development occurs, helping to protect Sacramento's interests and plan for efficient, sustainable growth while preserving open space, habitat, and agriculture.
