If the HOA is to make necessary capital improvements and maintain or improve current day-to-day services while keeping reserves adequately funded, it may be necessary to either seek a special assessment or amend the covenants to allow the dues to be raised by a larger percentage. I would support an amendment to the bylaws allowing for an annual dues increase of up to 7% or CPI, whichever is greater.
