Feedback on the Draft Discussion Paper and AI Agency Tool

This survey accompanies the draft Discussion Paper From Sovereignty to AI Agency by the Tech Policy Design Institute (TPDi).

We invite your feedback to help refine the AI Agency Tool, a national framework designed to measure, compare, and strengthen Australia’s AI capability across six layers of the ecosystem.

About this survey - Feedback should focus on one capability area at a time. If you wish to comment on multiple capabilities, please make sure to annotate their numbers from the Typology.

The questions that follow are designed to test the clarity, accuracy, and utility of the Tool and its accompanying Stocktake. A final section allows for general comments.

Why your input matters - Australia’s approach to AI should be shaped by many voices, not a few.

The draft Tool is an ambitious attempt to map the full breadth of Australia’s AI ecosystem and shift the national conversation from sovereignty to agency, from control to capability. Its purpose is to create a shared language for policy and investment decisions, and a practical, repeatable resource to track progress over time.

Because of this scope, TPDi is seeking broad and diverse participation in the next phase of refinement. We are committed to rigorous, inclusive, and transparent research, and to elevating historically underrepresented voices, including:

People living with disability
Australians for whom English is a second language
