The Heavy Vehicle National Law (HVNL) is the law for heavy vehicles over 4.5 tonnes gross vehicle mass. The HVNL, which came into force in participating jurisdictions in 2014, is now being reviewed.

The purpose of the review is to deliver a modern and outcomes focused heavy vehicle law that will:

 ·        Improve safety for all road users

·        Support increased economic productivity and innovation

·        Simplify administration and enforcement of the law

·        Support the use of new technologies and methods of operation, and

·        Provide flexible, outcome-focused compliance options.

The National Transport Commission (NTC) is currently reviewing the HVNL and undertaking ongoing stakeholder consultation through release of various issues papers. Please go to the NTC website for more information on these papers www.hvnlreview.ntc.gov.au

Based on these NTC issues papers, Transport for NSW is developing a NSW Government response on the HVNL to deliver back to the NTC and is liaising with local government to help inform its response. 

We are particularly interested in receiving feedback on local government’s role as road managers under the Heavy Vehicle National Law, especially in relation to access arrangements for heavy vehicles on local road networks.

How can you be involved?

First we have created a quick 10 minute survey that gives local government the chance to tell us how you think the HVNL could be improved.  This survey is listed below.

We would ask for you to complete this survey by Monday 15 July to help inform our submission to the review.

Workshop

Transport for NSW will use any survey responses received to help plan the face-to-face HVNL workshop, which will inform Transport for NSW’s response to the NTC issues papers.
