Public Comment: Oregon Council on Developmental Disabilities 5-Year State Plan Draft

Over the past year, the Oregon Council on Developmental Disabilities (OCDD) has been drafting our next 5-Year Plan. This plan will guide the work that OCDD does to improve the lives of people with I/DD and their families.

OCDD surveyed almost 800 people with IDD, family members, and people working in DD services to find out what is most important to them. OCDD also looked at statewide and national data and talked with agency partners to make sure we understand what opportunities there are to improve the lives of people with IDD, improve DD services and systems, and create positive change.

We are asking the public to share feedback on our drafted plan. We are accepting public comment until May 18, 2026. This survey should take about 10 minutes to complete.

Below is a summary of what the Oregon DD Community told us about their priorities and what they want OCDD to work on over the next 5 years.

Survey Results: OCDD surveyed almost 800 people with IDD, family members, and people working in DD services.

Among people with I/DD who responded to our survey, their three biggest priorities were:
1) Housing,
2) Access to paid services,
3) Self-advocacy and civil rights.

Among family members who responded to our survey, their three biggest priorities were:
1) Access to paid services and supports,
2) Improving existing services and supports,
3) More/improved meaningful activities in the community.

Among professionals in DD services who responded to our survey, their three biggest priorities were:
1) Improving existing services/supports,
2) Housing,
3) Access to paid services and supports.

OCDD took all of this information, and after careful analysis, created a draft of our next 5-Year Plan. Now, we are making this draft available for public comment so you can review and respond to how we used this feedback.

This plan might not reflect your exact priorities. OCDD created this plan based on the shared themes and most common priorities of the Oregon I/DD Community.

Our draft 5-Year Plan includes two goals. The two goals are equally important, and OCDD will be working to accomplish both goals at the same time. Each goal has between two to four objectives. Please review our draft 5-Year Plan and answer the questions to provide feedback.

Summary: OCDD will engage with communities and partners to increase and support advocacy, engagement with the I/DD system, and understanding of the I/DD system.
