Emil S. Skop was one of the founding members of the Massachusetts Municipal Human Resources Association (MMHR) and served as its first executive secretary. Before “networking” became a recognizable term, Emil S. Skop acknowledged the value of sharing information and experiences with other human resources and labor relations professionals. He is recognized for his tireless efforts in this area.

Each year, the MMHR presents the Emil S. Skop Award to a Human Resources Professional who has made a positive impact on the association and its members. The award is given in recognition of outstanding contributions made to the field of municipal human resources management.
