Parking Survey for the 4th Street Reconstruction Project - Mesaba Ave to 6th Ave East

Dear 4th Street Resident, the City of Duluth is preparing for the reconstruction of 4th Street from Mesaba Avenue to 6th Avenue East scheduled to begin in 2028. Based on the information gathered so far, including public comments, a preliminary design option under review would remove parking from ONE SIDE of the street. The side has not yet been determined and will depend on engineering constraints and further input. Removing parking on one side would allow for wider boulevards that can accommodate street trees, plantings, and snow storage, improving both the function and appearance of the corridor.

If this option moves forward, it would result in the following changes:
  • Daytime (7am-1am) parking on-street would be reduced by half. Today, parking is allowed on both sides of the street; under this option, it would only be allowed on one side.
  • Overnight (1am-7am) parking on-street would not be reduced. Overnight parking would remain the same. Parking is currently allowed on only one side of the street following the alternative-side schedule. Under this option, parking would stay on one side, and weekly switching would no longer be required.
  • Loading zones would be installed on the side of the street where parking would be removed to support deliveries, drop-offs, and short-term needs.
