South 99th Street Traffic Calming Survey Question Title * 1. The City of West Allis has received complaints about the traffic volumes and traffic speeds on S. 99th Street from W. Lincoln Ave to W. National Ave. The City recently conducted a speed study which showed that 85% of motorists were traveling at or below 33 mph and only 50% of motorists were traveling at or below 28.4 mph. We are requesting that property owners on S. 99th Street provide feedback at this time through an online survey as to which alternative below they would prefer to potentially lower speeds and traffic volumes: Alternative 1 – Periodic police enforcement. Recent use of the Police speed radar trailer lowered the speeds on 99th Street by 3 mph to an average of 26 mph. This alternative would maintain the existing two way traffic pattern and no changes would be made to the roadway. Alternative 2 – One way southbound. South 99th Street would be converted to one-way southbound operation from W. Lincoln Ave to W. National Ave. This would decrease the traffic volumes by eliminating the northbound short cut to Lincoln Ave. There would be considerable driver confusion for the first few months of this change as motorists realize it is a one way street. Residents would only be able to approach their homes from the north off of Lincoln Avenue. Alternative 3 – Install bump outs, pinch points or traffic circle. Studies have shown that bump outs, pinch points and traffic circles generally lower speeds by 4% to 10% (1 to 3 mph). The residents would have to pay for these improvements through a special assessment that would be added to your tax bill. The total cost of these improvements would be $10,000 to $15,000 with each property paying their proportional share (about $750). Question Title * 2. Please provide additional comments or concerns.
