INTRODUCTION TO GCLP

In the mid 1990s Victoria, and specifically Gippsland, were experiencing significant change. It was an era when collectively Gippsland’s communities recognised a need for strong leadership across the region. The Gippsland Community Leadership Program was established to respond to that need. It was the first community leadership program of its kind in regional Australia and was supported by a dedicated and collaborative approach in which local government, business, industry and community came together to benefit the region.

Today there are in excess of 550 graduates of the program. Many are still living in Gippsland, others have moved beyond the region, a number have become significant leaders at state and national level. GCLP graduates can be identified in current or former leadership roles in local government, business, industry, and community organisations including arts, environmental and sporting associations throughout the region.

Today GCLP is auspiced by the Committee for Gippsland and is one of 10 regional community leadership programs currently supported by consecutive State Governments and local sponsors. The 10 programs work collaboratively as the Victorian Regional Community Leadership Program, attending an annual state-wide program day in Melbourne and sharing ideas and some administrative resources.



THE PROGRAM

GCLP embraces the diversity of our region and its people, reflecting it in the learning spaces we utilise and the subject matter that contributes to learning. The program is structured to deliver enhanced understanding of the:

  • power and impact of leadership
  • workings of government and political environments and the role of advocacy
  • value of community connections
  • diversity of Gippsland and its challenges and opportunities
  • person you are as a leader now and the person you can become

Learning will take many forms, experiential, theoretical, reflective and observational. You will undertake a group project, write and reflect in a learning journal, speak publicly, discuss privately, question and probe each other and our guests on leadership, what it is and how it impacts. You will be challenged and you will be rewarded with new insights, new experiences and new opportunities.

The Program is conducted over 10 months (February to November) and involves three overnight residential sessions, a three to four day trip to Canberra, a number of online sessions conducted in the evening and seven additional week day sessions that commence at 8.30am and conclude at 4.00pm. These sessions will be conducted across Gippsland in diverse locations.
SELECTION PROCESS

Candidate selection considers the following:
  • Evidence of commitment to leadership and community
  • Evidence of achievement
  • Understanding of Gippsland and demonstrated interest in Gippsland’s future
  • Diversity of life and work experiences and diversity of locations
  • Demonstrated potential to fulfil leadership roles at completion of GCLP
  • Proven capacity to advance in the work place or community organisations
  • Willingness to undertake the time and travel commitments associated with GCLP
  • Demonstrated evidence of your employer‘s support  for you to undertake the program
The uniqueness of this program relates to its ability to reflect the diversity of our region among the participants.  This means that the final selection will always result in a blend of participants that come from all over Gippsland reflecting a broad range of age and experience.  Every one of Gippsland’s local government areas will be represented in the final mix of participants.

Applications forms will be assessed on the above criteria and applicants meeting the criteria will be invited to speak with an interview panel to expand upon their written application.   Interviews will be conducted across Gippsland. 

Each application should list the contact details of two people with whom you have worked with in the past three years to speak in support of your application.   Ideally those chosen will reflect paid and voluntary community work.  A third referee can be included should you wish to do so.

GENERAL REQUIREMENTS

Attendance at all residential sessions is a requirement of the program.

General expectations are that all participants will attend the trip to Canberra.

Firm expectations are that participants will attend at least 80% of the scheduled program. 

If an inability to fulfill these commitments should arise during the course of the program, the Program Director is to be notified as soon as it has become evident that a problem exists.  The circumstances of your situation will be considered and accommodated if appropriate.
PROCESSING OF APPLICATIONS

Applications open on 17 September 2018 and close at 5pm on 19 October 2018.

Interviews will be conducted from 29 October 2018 through to 9 November 2018.  Confirmation of the dates for the 2019 program will be available at the interviews.

Applicants will be notified of the outcome of their application no later than the 30 November 2018.

The evaluation of applications is a confidential process.

INVESTMENT COST AND SCHOLARSHIPS

The GCLP experience is provided with the assistance of funding support from Regional Development Victoria and a number of sponsors across our region.  This enables us to provide a subsidised program in a range of categories as follows:

Employer Sponsored:    $4,400 (GST inclusive) + individual contribution from participant of $500 (GST inclusive).

Sole Trader:  $2750 (GST inclusive).  

Scholarships may be available in a number of categories as follows:

Commitment to GCLP
