Herne and Broomfield Parish Council is considering writing a neighbourhood plan. A neighbourhood plan is a community-led document that sets out how a local area should develop over time. It does not stop development, but it does help guide it.

A neighbourhood plan:

> Can set design standards.
>Protect local features like green spaces, heritage sites, or public rural views.
>Supports community priorities such as new facilities or public transport improvements.

It cannot be used to block development that has already been allocated. It will be used to determine planning decisions, alongside the District Plan and National planning policies. We need your views to decide if we need a NHP and if we do what our objectives will be. This survey would form the basis of the plan.

We have also included a section regarding the Local Government Reorganisation. We need to know your views on the local assets currently owned and maintained by Kent County Council and Canterbury City Council, as these will currently be passed to the new Unitary Authority. The new Unitary Authority will be made up of at least three District Councils, including Canterbury, Thanet and Dover. The new Unitary area will be confirmed in July, and we do not know what their plans will be with regards to these assets. We do know that KCC are divesting (offloading) the Windmill before the Unitary is formed.

A band D property in Herne and Broomfield Parish pays £2483.57 in Council tax every year.
71% goes to KCC,
10% to Canterbury City Council,
11.5% to the Police and Crime Commissioner,
4% to the Fire service and
3.5% to Herne and Broomfield Parish Council (HBPC).

The 3.5% for HBPC equates to £85.58 a year per household which is the precept. (This is based on a Band D property - most pay less than this). It helps fund local services and improvements in your Parish, such as community events, allotments, public spaces, street furniture, grants to local groups, and other local priorities.

Kent is going through Local Government Reorganisation; this means from 2028 Canterbury City Council and Kent County Council will cease to exist and the new Unitary Authority will take over. We will find out in July what this will look like and what District Councils we will be with, in all the proposals we will be with a minimum of Thanet and Dover.

Assets such as Cherry Orchard Playing Fields and Curtis Wood Park will be transferred to the new Unitary Authority, and we do not know what the future of these will be. Some assets create income and others do not. We unfortunately cannot get exact figures for costs currently due to contracts in existence covering more than these sites.

It is not yet clear which assets the Unitary Authority will retain or what their future will be. * 19. Kent County Council are now offloading (divesting) Herne Mill. Friends of Herne Mill have registered an interest to obtain the Mill but are unable to do this without Herne and Broomfield Parish Council’s support. All work and maintenance to the Mill will be completed, including hanging the sweeps and re attaching the cap prior to handover.

It does mean any future costs would have to be paid either via the precept, fundraising and/or applying for heritage grants. We are still looking at figures from KCC and Friends of Herne Mill but it should equate to less than 10p a week, per household.

If Herne and Broomfield Parish Council and Friends of Herne Mill did not apply for the Mill it could be purchased by a private buyer and would no longer be accessible to the public.

Providing personal data is entirely voluntary and you may submit this questionnaire anonymously.

Purpose of Processing

We use questionnaire responses to understand residents' views and inform future Parish Council decisions regarding the Neighbourhood Plan.

Personal data is collected solely for the following purposes:

Administering the prize draw, contacting prize winners or contacting individuals who have expressed an interest in volunteering or assisting with the Neighbourhood Plan
Separation of Responses and Personal Data

Questionnaire responses will be analysed separately from any personal data provided.

The Parish Council will not link individual questionnaire responses to the names or contact details of respondents. Reports and summaries produced from the questionnaire will be presented in an aggregated format, and no individual will be identifiable.

Lawful Basis for Processing

The Parish Council processes personal data under Article 6(1)(a) UK GDPR – Consent, where you choose to provide your contact details for the prize draw or volunteering opportunities.

You may withdraw your consent at any time before the prize draw is completed or before we use your details for volunteer-related communications.

How We Store and Retain Information

Questionnaire responses will be stored securely and retained for up to 12 months following completion of the survey, after which they will be securely deleted or anonymised.

Personal data collected for the prize draw will be securely stored and deleted within one month of the prize draw being completed, unless:

You have won a prize and records need to be retained for audit purposes; or
You have indicated that you wish to volunteer or be contacted about the Neighbourhood Plan.
Where an individual has volunteered to assist, their contact details will be retained only for as long as reasonably necessary to facilitate their involvement and will be reviewed periodically.

Sharing Your Information

Your personal data will not be sold or shared with third parties for marketing purposes.

Information may only be shared where required by law or with service providers acting on behalf of the Parish Council who are subject to appropriate confidentiality and data protection obligations.
