The COVID-19 pandemic has spotlighted the need for access to high-speed internet connections for healthcare, education, remote work, and government services. The Vermont Department of Public Service is addressing gaps in service availability across Vermont by contracting for the rapid installation of commercial-grade outdoor Wireless Access Points at an additional 50 sites around the state of Vermont. Sites should be accessible by vehicle in order to facilitate emergency provision of adequate wireless Internet and Wi-Fi calling services for telehealth, contact tracing, distance learning, e-government, remote working, and other COVID-19-related need.  The program is meant to help be prepared in case of future Stay at Home Orders.

All Hot Spots will be in service before December 20, 2020. Installations will begin the last week of October.

The Department will approve applications for a Wi-Fi Hot Spot on an ongoing basis. Priority will be given to the following:
1) Strong needs statement describing how a Wi-Fi hot spot will help the community respond to COVID-19
2) Locations near clusters of “priority locations” with identified telehealth and remote learning needs.1) Locations near clusters of “priority locations” with identified telehealth and remote learning needs.
3) Towns where a Wi-Fi Hot Spot has not yet been deployed
4) Locations that take advantage of new connectivity created via the 2020 COVID-19 Connectivity Initiative/Get Vermonters Connected Now

The Department’s grant will provide the necessary equipment, professional installation, and a one-year software license.  Monthly fees and taxes for Internet service are not provided and most be contracted for by the community separately.  Support for the cost of a new drop to connect to a new Internet provider may be provided at the discretion of the Department of Public Service.

The Department will approve applications on an ongoing basis pending confirmation that the program as structured is fully within current CARES Act Treasury Guidance.
