The purpose of this survey is to gauge your school’s initial status on the second level of Dr. Robert J. Marzano’s Becoming a High Reliability School framework. The levels of school effectiveness and high reliability are based on Dr. Marzano’s research and practical experience working with teachers, schools, and districts in all 50 United States and internationally over the past four decades.

Level 2 addresses a central feature of effective schooling—the quality of teaching in classrooms. Level 2 has six leading indicators which provide evidence that a school is working on and progressing through the second level. When a school reaches high reliability status for level 2, it can guarantee that quality teaching occurs in every classroom. Operationally, this means that variability in teacher quality within a school is quite low—every teacher uses effective instructional strategies.
