Interested stakeholders involved in the composting industry have inquired about the feasibility of North Carolina Department of Environmental Quality (NCDEQ) authorizing training program(s) for compost facility operators/managers.  Although high quality compost facility operator training is currently available to compost facility operators and managers in North Carolina, no programs at present have been authorized by NCDEQ to issue certifications to participants. 

Under the authority of § 130A-309.25, NCDEQ is tasked with establishing qualifications for training of operators of solid waste management facilities.  Training for other type of solid waste management facilities, including landfills and transfer stations, has been previously established. Through this survey and follow-up public forums, NCDEQ is seeking to initiate a dialog with interested stakeholders to seek a mutually beneficial framework by which to measure potential certification programs.
