2.Should development pay for itself? In other words, should all residents in the City have to pay for new developments, or just those who live there?

All residents of the City should pay towards all new developments in the City

Only people who live in a new development should be responsible for taxes financing that development

3.Would you rather pay more upfront for a home but have lower taxes, or have the home price be lower but pay more in taxes?

I would prefer a higher price for homes and lower property taxes

4.Should the City continue to allow the establishment of Metropolitan Districts for financing the construction and/or maintaining said improvements to support growth and development?
