The  rise in the number of children with high learning needs enrolling in our schools is accelerating, yet more and more applications for ORS funding are being declined. Principals report that the Ministry is ignoring schools' longitudinal records of low achievement and medical diagnosis reports submitted with the applications.


When ORS funding is turned down, schools turn to their operations grant to cover the extra cost of providing an inclusive education for our tamariki.  For many schools it is a very big drain on their funds. Some are funding high needs pupils with Teacher Aide support for up to 5-6 hours per day, 5 days per week.
