As we finalize the 2026 supplemental operating budget, please share your thoughts on proposed revenue measures and reductions. It’s vital that we balance our budget deficit while protecting vulnerable populations and not overburdening working families.

Question Title

* 2. Below are several key components of the House supplemental budget cuts proposal. Please rank them in order from the cut that would have the greatest negative impact on your household to the one that would have the least impact.

Use $870 million from the Rainy Day Fund next year to balance the budget, with repayment to the fund two years later.

Reduce funding for the Working Connections Child Care program by $426 million over three years, including tying provider payments to child attendance (children attending fewer than 15 days per month would generate partial payment).

Reduce Transition to Kindergarten by 1,800 state-funded slots (serving 4- and 5-year-olds), saving approximately $70 million over three years.

Limit Running Start students’ ability to take additional classes beyond a full-time course load, saving $44 million over three years.

Reduce administrative staffing at higher education institutions by 1.5%, saving $18 million over three years.

Delay the opening of new behavioral health facilities and additional treatment beds, saving $50 million.

Delay the planned assisted living rate increase, saving $21 million over three years.

Reduce administrative expenses at the Department of Corrections, saving $38 million over three years.

Slow the replacement schedule for school buses, saving $77 million over three years.

Working Families Tax Credit (WFTC) – Maintain funding and provide tax relief for recipients of the state’s refundable tax credit to low- and moderate-income working households. (Estimated impact: approximately $330 million in 2025–27)

Millionaires Tax – A 9.9% tax on annual income over $1 million, generating $2.1 billion in fiscal year 2029, expanding the Working Families Tax Credit to all over 18+, providing a small business tax credit to businesses grossing less than $250k, and providing a sales tax exemption for grooming and hygiene products.

Estate Tax Break - Reversing an estate tax increase from 2025, costing $390 million.

Insurance Industry Tax Changes (HB 2487) – Modify taxes on insurers, generating an estimated $73 million.

Prescription Drug Tax (HB 2707) – Removing a tax exemption for the warehousing and reselling of prescription drugs, generating an estimated $181 million.

Eliminating Data Center Tax Preferences (HB 2708) – Repeal or scale back tax exemptions for certain data centers, generating an estimated $203 million.

School District Sales Tax Exemption - Exempt K–12 school districts from newly expanded retail sales taxes, at an estimated cost of approximately $16 million per year, after districts raised concerns they were unexpectedly included in a broader tax expansion last year.

Supporting Wildfire Mitigation (HB 2089) – Close the B&O tax deduction for mortgage interest originally intended for community banks but now largely benefiting large financial institutions— to provide ongoing funding for wildfire preparedness and mitigation efforts that help reduce long-term costs when wildfires impact communities. Expected to generate $98 million between FY 25-29.
