1. Welcome

Thank you for your interest in contracting with Northeast Iowa Area Agency on Aging (NEI3A) as a catering service provider. NEI3A's nutrition service programs seeks to:
  • Reduce Hunger, food insecurity, and malnutrition
  • Promote socialization of older people
  • Promote health and well-being with access to nutrition and health promotion/disease prevention services to delay onset of chronic diseases

NEI3A partners with for-profit, non-profit, and public organizations to cater meals for meal sites and senior centers in the NEI3A 18 county service area.

All Caterers contract directly with Northeast Iowa Area Agency on Aging (NEI3A) to prepare meals and deliver them to specific meal sites throughout the NEI3A service area.


NEI3A seeks proposals to provide this service.

Contracts are awarded to responsible contractors whose proposals demonstrate to be most advantageous to the area's program, price, and other factors considered. NEI3A decides on who to award.

Contracts are procured through a competitive bidding process in compliance with the Iowa Administrative Code and Federal guidelines. Bidders may be contacted for additional information or presentation while bids are reviewed.

NEI3A reserves the right to refuse any or all proposals deemed not acceptable and may request new bids or negotiate if competition is inadequate. Any reasonable request to compete will be honored to the maximum extent feasible.

Successful contractors will operate under a contract for 18 months (January 1, 2026 - June 30, 2027) with an option to extend the contract an additional 24 months, contingent upon continued Federal and State funding to NEI3A and successful fulfillment of contract obligations and consumer satisfaction. Parties must enter into a legal contractual agreement before the contract period begins. Reimbursement is on a per meal basis.



Selection criteria for catering service providers
Please complete the following application to be considered as a catering service provider with NEI3A. NEI3A reviews applications through the following framework
  • Timely response and full completion of this Request for Proposal - 10 points
  • Nature and extent of the applicant's ability to comply with menu and nutrition requirements, food safety, food packaging, and additional provisions such as transport, assisting with intake forms, and collecting contributions - 15 points
  • Nature and extent of the applicant's experience to prepare and provide meals - 35 points
  • Cost effectiveness - 40 points
