NCQA will provide an update on their current and future work around behavioral health quality measurement at the ACHP Behavioral Health Collaborative meeting. In preparation for this discussion, NCQA has provided questions for your response. Your feedback will help inform the discussion at the meeting, and may influence NCQA’s approach to behavioral health measure development.

Use of Telehealth. What is your organization’s experience on telehealth, particularly assessments of quality, benefits, risks and potential unintended consequences of telehealth for the populations with mental health and substance abuse problem? Is telehealth mostly identifiable in administrative claims, paper medical record, or EHR data?

* 3. Use of Screening Brief Intervention and Referral to Treatment (SBIRT) model.  Does your plan have universal screening program for alcohol misuse for adults? What is your organization’s experience with the use of SBIRT model for unhealthy alcohol use screening and brief intervention? Are SBIRT services mostly observable in claims, paper medical record, or EHR (structured field) data?

* 4. Opioid and pain management. NCQA is considering opioid over use measures such as use of opioid at high dosage and with multiple prescribers and pharmacies for health plan reporting. To avoid potential unintended consequence of monitoring opioid overuse, NCQA would like to have balancing measures on appropriate pain management. What would you like to recommend as appropriate pain management measure concepts?
