Introduction
We need your input! The City of Durham Community Development Department (CDD) is preparing the 2025-2029 Consolidated Plan (ConPlan) and 2025 Annual Action Plan (AAP) for the use of U.S. Department of Housing and Urban Development (HUD) formula block grant funding.
The Plan helps the City of Durham set funding goals and priorities for housing, infrastructure, public services, business support, job creation, and homelessness prevention projects. It estimates HUD funds from the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) formula block grants for the next five years. The 2025 AAP provides more specific details about the first-year formula block grant funding the City will receive.
