Community Planning Process Survey - September 2025

Dear Modoc County Resident and Partner in Behavioral Health Services,

Each year we ask you, our friends, neighbors, customers, and co-workers, to share your thoughts on the state of Behavioral Health services in Modoc County. This year there are lots of changes underway, so you can fill out a survey to tell us what you think.

To take the survey, please take a few minutes to read the description of services and answer the questions in this survey. This survey should take 10-15 minutes to complete.

Description of Services

The Mental Health Services Act (MHSA) was created to address the mental health needs of individuals in California. This was done through a one percent tax levied on any amount of income over $1 million. The tax collected is distributed to each county based on the population of the county. As the economy fluctuates, the funding for MHSA changes, which also changes county funding.

Each county must use this funding for Behavioral Health treatment; supporting Behavioral Health in the community, especially among children; trying new ideas for supporting Behavioral Health; training and licensing Behavioral Health professionals; and physical building and technology upgrades and purchases.

Modoc County Behavioral Health (MCBH) is required to develop and submit three-year program and expenditure plans, and annual updates, that address the activities, services, and projects that will be implemented within the framework of MHSA. The plans and updates include planning budgets that outline the anticipated expenditures. The plans/updates also allow MCBH the opportunity to report on the successes and challenges of the programs and projects that were implemented; applicable data; related performance outcomes; and any anticipated changes in the coming year(s). Stakeholder and community involvement is essential in the planning and development of the MHSA system.

In 2024, the Behavioral Health Services Act (BHSA) was approved by California voters. BHSA changes the focus of MHSA to support expanded housing options for high-risk individuals, as well as the inclusion of services for substance use disorders. MCBH is developing its BHSA Three-Year County Integrated Plan now, for implementation in FY 2026/27.
