Florida After School: Afterschool and Summer Cost Model Data Collection Tool

Thank you for your time and willingness to participate in the Florida After School Cost Model Project. Your contribution will help determine the true cost of operating a quality afterschool and/or summer program in Florida. Below is an introduction to the cost model project and an overview of the data collection tool.

Purpose of Survey: In partnership with the Children’s Funding Project, Florida After School is developing a cost model that programs in Florida can use to inform decision-makers, elected officials, funders, stakeholders, and the community of the true cost of providing afterschool and summer programming in our state. The aim of the cost model is to calculate the average cost of - after school and summer programming per child. The cost model results will enable us to advocate most effectively for increased funding for ALL of Florida’s afterschool and summer programs, large or small, rural or urban, public or private.

This project relies on your expertise and input to develop a comprehensive and accurate model. We ask that you provide data for a diverse sample of the afterschool and summer programs you operate.

To share your expertise, fill out this survey by November 30, 2026. If you have more than one site or program, please fill out a separate survey for each site. Please note that this survey has been separated into afterschool and summer sections in recognition that many programs may look very different during these two distinct out-of-school times. If you offer both summer and afterschool programs, please fill out both sections of the survey with the information applicable to that program type. You may elect to provide data for all of your sites or a sample of your sites. If you are a large provider, we encourage you to give a diverse sample of program data. For example, a provider with 18 locations across a county may elect to provide program data for five (5) sites, one in a low-income area, one in a rural community, one in a metropolitan area, one community center-based, and one that is school district-based.

To generate an accurate cost model, we need to understand the true costs incurred by out-of-school-time programs across the state. As you fill out this survey, please provide numbers and figures based on average normal circumstances throughout the year. If you are unsure about an item, please provide your best estimate. If a question in this survey does not apply to you, please leave it blank.

All information will be kept confidential; results will not be attributed to individual programs but rather will be presented as regional averages or aggregate state-level data.

To best prepare to complete the survey, we recommend that you gather the following documents for ease of reference:

- Approved operating budget for most recent available fiscal year
- Documents relating to enrollment and attendance
- Salary schedules and payroll/timesheet information
- Corporate tax returns (federal and state)
