The Time Matters Coalition is interested in assessing the reach of paid family leave benefits among small businesses around the state and the incentives and barriers for the adoption of these types of policies. For the purposes of this survey, we define paid family leave (PFL) as designated hours afforded to employees experiencing a qualifying family leave event, at full or partial pay--not just allowing employees to use accrued paid time off to cover their leave. Findings from this survey will be used to inform key stakeholders including legislators and chambers of commerce.
