1. Introduction

San Francisco is one of the most desirable places to live in the country, which means housing is in high demand, often at a high cost. The City provides its vision and plan to address housing needs through the Housing Element, a component of the City’s General Plan.

Preliminary queries on housing priorities have yielded a some emerging themes: the critical importance of more affordable housing in the City; the value in recognizing and preserving San Francisco’s unique neighborhood character; the need to maintain San Francisco’s image as a sustainable, “green” model of development for the region; and the relationship between housing, transportation and infrastructure, such as transit, open space, community facilities and neighborhood-serving retail.
