Counties, Cities, school districts, fire and ambulance districts and other special districts have participated in the preparation of the 2025 – 2030 St. Louis Regional Hazard Mitigation Plan (HMP) posted on the East-West Gateway Council of Governments’ website. The plan is focused on ten natural hazards and covers jurisdictions in Franklin, Jefferson, St. Charles and St. Louis Counties and the City of St. Louis. The HMP is updated every five years.
The term mitigation means to make less harsh or severe. Hazard mitigation activities are actions that can be taken to protect people and property from natural hazards. The natural hazards address in the HMP are tornadoes, severe thunderstorm/wind, flood, extreme temperatures (hot and cold), severe winter weather, earthquake, dam/levee failure, drought, sinkhole/ground failure, and wildfire.
The draft HMP has an Executive Summary, five sections and Appendices including:
1. Introduction and Planning Process
2. Regional Planning Profile and Community Capabilities
3. Risk Assessment by Natural Hazard
4. Mitigation Strategies – Plan Goals and Mitigation Actions
5. Plan Maintenance
