Each policy in the Draft Plan is prefixed by the policy number (e.g. Policy BP1)and is contained within a box with a green background. The policy is accompanied by text which outlines the purpose of the policy (the written justification).

To help you decide which policies you would like to focus on, the following provides a list of topics and related policy numbers:

Summary: This policy designates 19 green spaces in Bourne town and Dyke as ‘Local Green Space’ to be protected. Exceptionally, development may be permitted where it is compatible with the use of the land, and the open and historic character and setting of the space will be retained

6. Policy BP3 – Green Infrastructure Corridors (page 25 of the Plan)
Summary: This policy identifies key green corridors (green spaces that link together to form linear corridors for the movement of wildlife and humans) within the town together with corridors in the form of public rights of way and key water courses within the wider parish. The policy requires new development to protect and enhance these corridors.

7. Policy BP4 – Protecting and Enhancing the Car Dyke and Bourne Eau. (page 26 of the Plan)
Summary: This policy seeks to safeguard the alignment of the waterways and enhance their integration as a positive and distinct feature through the provision of an accessible corridor along both sides of the bank, where feasible.

Summary: This policy provides for the sensitive landscaping of development sites. 10. Policy BP7 – Character Areas. (page39 of the Plan)
Summary: The Bourne Character Assessment summarises the defining characteristics of the settlements of Cawthorpe, Dyke, and Twenty and areas of the town. Proposals should contribute to local distinctiveness; responding appropriately to aspects of local character in the vicinity including, for example, the siting, scale, height, roofscape, separation distances to plot boundaries, materials and massing of surrounding buildings. Where the existing context lacks design quality, new development should use existing site features and the layout of development to create its own locally distinctive character

Summary: The policy requires full account to be taken of guidance to ensure that proposals reinforce local identity and make a positive contribution to local distinctiveness, vernacular and the character of the area.

12. Policy BP9 – Bourne Conservation Area. (page 44 of the Plan)
Summary: The policy aims to ensure that development in the Conservation Area respects and reinforces the historic spacing, scale and height of nearby buildings; historic features; boundary treatments and building lines; traditional building materials and colours; high quality architectural detailing; the use of pitched roofs and important views Where opportunities arise, proposals should remove negative elements of the Conservation Area.

14. Policy BP11 – Local Heritage Assets. (page 48 of the Plan)
Summary: The policy lists 80 local heritage assets in Bourne, Cawthorpe, Dyke and Twenty and supports their retention and enhancement. Loss or harm to such assets will only be supported in wholly exceptional circumstances and where criteria listed in the policy are met.

15. Policy BP12 – Town Centre Uses. (page 54 of the Plan)
Summary: The South Kesteven Local Plan defines the town centre boundary together with primary and secondary shopping frontages. Policy BP12 seeks to maintain a compact retail core with complementary uses along primary shopping frontages Various other uses will be supported within the remainder of the town centre, although residential development along primary and secondary frontages will only be appropriate on upper floors.

Summary: The policy supports the retention of the car parks at the Burghley Centre, South St, Abbey Rd and Burghley St unless equivalent or greater provision is to be provided in a convenient location or there is insufficient demand to justify the retention of the car park.

18. Policy BP15 – Visitor Accommodation and Attractions. (page 62 of the Plan)
Summary: The policy seeks to direct visitor accommodation and attractions to the town, particularly the town centre, to strengthen its viability and provide convenient access for visitors, including business travellers, to local services and facilities. Tourism related development is subject to a sequential test set out in national planning policy. The test prioritises sites within the town centre ahead of edge of centre sites with other locations only considered where sequentially preferable sites are not available. In a village or the countryside proposals should be of a small scale. Accommodation should be related to a visitor attraction or existing buildings. Attractions in such locations must require a geographically fixed resource (e.g. a woodland) which justifies the specific location; or contributes to the viability of an agricultural business. In all cases, proposals must not have an unacceptable impact on the area.

19. Policy BP16 – Existing Community Facilities. (page64 of the Plan)
Summary: Appendix B of the Plan lists key community facilities. The policy encourages the retention of these and other community facilities, although the loss of a facility may be permitted where there is no demand. Where new development could give rise to complaints about an existing community facility, mitigation measures (e.g. sound proofing) may be required as part of the new development

20. Policy BP17 –New Community Facilities. (page 66 of the Plan)
Summary: The policy provides support for new facilities in Dyke and Twenty provided that the proposal will not affect the viability of existing village facilities and is of a scale proportionate to the needs of the village community. Within the town of Bourne proposals must accord with a sequential test whereby proposals are directed to the town centre ahead of edge of centre sites and out of centre locations.

21. Policy BP18 –Education Provision. (page 67 of the Plan)
Summary: Where necessary, measures should be put in place to increase the number of school places arising from new housing. The expansion of a school must not prejudice the continued use of an existing playground or playing field unless it is to be replaced by equivalent or better provision. Where appropriate, educational establishments will be encouraged to extend the use of facilities to the wider community

Summary: The policy and associated appendix sets out parking standards for new development in locations which are convenient, safe to use and well screened. New or replacement driveways must not increase flood risk and should maximise soft landscaping to reduce the visual impact of the development and support urban wildlife.

26. Policy BP23 –.The Town Settlement Boundary (page 77 of the Plan)
Summary: The policy establishes a settlement boundary to assist in containing the growth of the town and protecting the countryside from encroachment. Proposals on the edge of the settlement will only be supported if located on brownfield land or the use cannot reasonably be accommodated within the settlement boundary. Proposals which are appropriate on the edge of the settlement must be located immediately adjacent to the boundary and must not create, intensify or exacerbate an area of linear development.

27. Policy BP24 – Land South of Mill Drove and West of Meadow Drove, Bourne. (page 81 of the Plan)
Summary: The policy allocates the land for housing and sets out key principles for its development including the provision of an agreed masterplan and design code which incorporate land for school playing fields; structural greenspace and wildlife corridors; the positive integration of the Car Dyke; convenient footway and cycleway connections; measures to manage and reduce flood risk and mitigate any adverse impact on heritage assets; and developer contributions, where necessary, towards the improvement of community infrastructure
