Who are we?
Campbell Park Community Council (CPCC) serves nearly 6,000 households and is the level of local government closest to the community. We provide and maintain a range of community assets and services, including three recreation grounds, a play area, a small nature reserve, and two allotment sites. The Council is also responsible for some aspects of local landscaping and operates two vibrant community centres. Our Community Hub in Springfield is at the heart of our operations, delivering services and initiatives that support local residents, respond to community needs, and help improve quality of life across the CPCC area. CPCC Long-Term Plan 2027-2031
CPCC is developing its Long-Term Plan for 2027-2031. This plan will set out our priorities for the next four years and help guide how we use our resources, develop services and respond to the needs of residents. Your feedback through this consultation will help us understand what matters most to people living in the CPCC area.

What is the Precept?
As part of our annual budget consultation, we are asking residents for their views on the level of precept CPCC should set for 2027-28. The precept is collected via the council tax and is the main source of income that enables CPCC to maintain local facilities, deliver services and support projects across Fishermead, Oldbrook, Springfield, Willen and Woolstone. As an example, a 3% increase in the precept would cost residents living in a Band D property an additional £7.07 per year.

20mph Zones

20mph schemes have recently been introduced covering Fishermead and Woolstone.

We are asking residents of Oldbrook, Springfield and Willen whether they would be in favour of the introduction of a 20mph scheme and this information will be considered as part of any future application to Milton Keynes City Council (MKCC).

Landscaping Service

We know from previous feedback that residents are particularly concerned about hedges and shrubs in alleyways, access routes and road sightlines.

Community Hub

The Community Hub in Springfield is now an important part of CPCC’s work, offering services and activities that respond to local needs and aspirations. We would like to understand how residents are using the Hub and what additional services or activities you would like to see in future.

Community Café

The Community Café was temporarily closed while we sought a new operator to run the service on behalf of CPCC. We recognise that the café is an important community asset and as we prepare for the next phase of the café, we would like to hear your views.

Community Larder

The Community Larder helps residents access affordable food and household essentials while reducing food waste. For a small regular subscription to SOFEA, members can select from a range of food items from the fridge/freezer/shelves, including a variety of fresh fruit and vegetables. We would like to understand how residents feel about the service and how it could be developed in the future to save more food going to waste in MK. The current opening hours are every Wednesday between 2pm and 4pm with extended hours until 7pm being trialled from 9 September. More information about Community Larders can be found at
