The Bayview Water & Sewer District Board of Directors is seeking input from District customers to help identify community priorities and better understand customer perspectives on future operations, policies, infrastructure, and funding. The results of this survey are intended to help inform future Board discussions and decision-making. They are advisory and will not, by themselves, establish District policy or rates. Definitions: Equivalent Residential Unit or “ERU”: The basic unit of measurement utilized by the District to establish relative wastewater disposal requirements of various property uses, with one (1) Equivalent Residential Unit or “ERU” being currently defined by IDAPA 58.01.16.24 as a measure where one (1) unit is equivalent to wastewater generated from one typical single-family detached housing unit.

Due to the complexity of enforcement for additional hookups to a single ERUS, the District is considering amendments to its existing ordinance regarding sewer connections from recreational vehicles (RVs).

RV SEWER CONNECTIONS AND ERUs - Would you favor an ordinance provision that would not allow an RV to be connected to the District’s sewer system at a property with only one ERU already allocated to the residence? If a property has additional ERUs, one RV connection could be permitted for each additional available ERU.

Ensuring that properties are operating within their allocated number of ERUs may require inspections, administrative enforcement, legal consultation, and, in some cases, litigation.

5. ERU COMPLIANCE AND ENFORCEMENT - If ERU compliance and enforcement is among your priorities, how much per month would you be willing to pay in additional sewer rates if additional funding is necessary for enforcement and potential legal costs?

The District relies on system operators to perform routine operations and maintenance, inspections, system monitoring, repairs, and other water and sewer system needs. Increasing the number of operator hours dedicated to the District would provide additional time for these activities.
