The Office of Internal Oversight (OIO) of ICAO is presently undertaking an evaluation of the Organization’s Gender Equality Programme. The evaluation will serve two purposes
Accountability: To assess the degree to which ICAO has effectively implemented Assembly Resolutions A39-30 (www.icao.int/sites/default/files/sp-files/Meetings/a39/Documents/Resolutions/a39_res_prov_en.pdf) and A41-26 (www.icao.int/sites/default/files/sp-files/Meetings/a41/Documents/Resolutions/a41_res_prov_en.pdf), as well as the Gender Equality Programme.
Organizational Learning: To identify best practices and lessons learned that may inform and enhance gender-related activities within ICAO and the broader civil aviation sector.
ICAO’s Assembly adopted resolutions A39-30 (2016) and A41-26 (2022) to advance gender equality in global aviation, urging States, aviation organizations, and industry stakeholders to demonstrate leadership, promote women’s participation, and achieve gender parity (50/50) by 2030, particularly at professional and senior levels. These resolutions also encourage sharing best practices and supporting women’s aviation careers through education initiatives, reaffirming ICAO’s commitment to UN Sustainable Development Goal 5 to achieve gender equality and empower all women and girls, addressing discrimination and promoting equal rights. Furthermore, the Gender Equality Programme is consistent with the UN System-Wide Accountability Framework on Gender (UN-SWAP).
Assembly Resolutions A39-30 (2017) and A41-26 also established the ICAO Gender Equality Programme, which seeks to:
- Build capacity and raise awareness.
- Achieve gender parity, targeting 50/50 male/female representation.
- Strengthen accountability mechanisms.
- Foster engagement with external partners.
Most recently, ICAO's Strategic Plan for 2026-2050 highlights "Gender Equality and attracting New Talent" as a "High Priority Enabler" and a cross-cutting factor underpinning the achievement of the six Strategic Goals
As part of the evaluation, OIO is conducting a survey to get your views and experiences regarding ICAO’s Gender Equality Programme and on your work in response to Assembly resolutions. We would appreciate your thoughts and suggestions on what future programming should look like. Please also take this opportunity to share concerns as well as best practices that would be of value in this area.
Please note that the survey has two parts: · SECTION I focuses on ICAO’s Gender Equality Programme and · SECTION 2 on your Member States work and achievements in response to Assembly resolutions as well as the empowerment of Women-in-Aviation, in general.
All responses will be kept confidential and will only be used by the evaluation team to report aggregate results. The average completion time for the survey is about 30 minutes.
The evaluation team kindly requests that this survey is completed by March 25, 2026.
